CCSA Statement on Senate Finance Committee’s Released Reconciliation Bill Text

Official Statement from Jeff Cramer, President & CEO

At a time of historic global energy demand, the Senate’s draft of the One Big Beautiful Act would weaken America’s energy leadership, deter billions in private investment, and hinder our ability to compete on the world stage. As other nations rapidly scale to meet growing power needs—especially in the global race for AI and advanced manufacturing—this bill risks destabilizing U.S. markets and ceding strategic ground to our adversaries.

While the Senate version improves on the House bill by walking back some of its most extreme provisions, it still pulls the rug out from under the solar industry. It strips away essential tools for financing, deployment, and market access—jeopardizing projects already in development and cutting off new ones before they begin. The result will be stalled growth, job losses, and higher electricity prices for families and small businesses across the country.

The window is closing fast, but there’s still time to get this right. We’re encouraged by efforts from some Senators to improve the bill, and we remain committed to working with Congress to ensure the final legislation strengthens domestic energy markets and delivers affordable, reliable power to Americans.
