  • Eligibility – A utility-affiliate is defined as any business that is either majority controlled by or affiliated through a mutual parent holding company with a regulated U.S. utility. Board Membership eligibility and level of CCSA Membership will be subject to the discretion of the Board, based upon the business’s ability to uphold CCSA confidentiality requirements and respect and pursue CCSA’s Core Principles.

Terms and Conditions of Membership – Coalition for Community Solar Access

The information contained in this application is true and correct. As a member, Applicant will comply with and abide by the policies and procedures that may be adopted by the Association’s Members.

The designated representative is authorized to receive and distribute CCSA communications, and to vote on matters presented for ballot to the general membership, if applicable. The Applicant will not divulge to persons other than Applicant’s senior staff (and then only to those who themselves agree to hold such information in confidence) any information identified as confidential by the Association’s Board of Directors. Should the undersigned Applicant desire to make a public statement or issue a press release regarding the CCSA or its activities, Applicant shall first submit such proposed statement or release to the Executive Director of the CCSA for review. By having an authorized representative sign this application, the Applicant agrees and represents it acknowledges and agrees to the foregoing Terms and Conditions of Membership, the below enclosed CCSA ‘Core Principles’, and CCSA Partner the Solar Energy Industry Association’s Solar Business Code, formally adopted by the Coalition for Community Solar Access.

CCSA’s Membership and Board Membership eligibility and terms and conditions include the following:

 

Any business that is either majority controlled by or affiliated through a mutual parent holding company with a regulated utility shall be eligible to become a Member based on the following conditions: (1) Board Membership eligibility and level of CCSA Membership will be subject to the discretion of the Board, based upon the business’s ability to uphold CCSA confidentiality requirements and respect and pursue CCSA’s Core Principles, (2) participation in Committees in states where any regulated affiliate operates is not allowed.

 

Any business that has a non-controlling investment from an entity receiving investment from or affiliated with regulated utilities or their parent holding companies shall be eligible to become a Member, with Board Membership eligibility and level of Membership subject to the discretion of the Board, based upon the business’s ability to uphold CCSA confidentiality requirements and respect and pursue CCSA’s Core Principles.

 

Should the Member’s affiliation with a regulated utility change during the course of its Membership with CCSA, Member agrees to inform CCSA of the change within 30 days.

 

Membership dues are non-refundable and payments are payable to the Coalition for Community Solar Access Membership fees are invoiced, due and payable at the time of billing.

Coalition for Community Solar Access (CCSA) Mission and Core Principles

The Coalition for Community Solar Access is a national Coalition of businesses and non-profits working to expand customer choice and access to solar for all American households and businesses through community solar. Our mission is to empower every American energy consumer with the option to choose local, clean, and affordable community solar. We work with customers, utilities, local stakeholders, and policymakers to develop and implement policies and best practices that ensure community solar programs provide a win, win, win for all, starting with the customer.

We promote policies, programs, and practices that:

  1. Allow all consumers the opportunity to participate in and directly economically benefit from the construction and operation of new clean energy assets.
  2. Provide equal access for community solar providers to build and operate community solar projects and interconnect those projects to the serving utility’s grid.
  3. Incorporate a fair bill credit mechanism that provides subscribers with an economic benefit commensurate with the value of the long-term, clean, locally-sited energy produced by community solar projects.
  4. Support the participation of diverse customer types in community solar programs, and encourage customer choice with providers, product features, and attributes to catalyze innovation and best serve customers.
  5. Encourage transparent, non-discriminatory utility rules on siting, and interconnecting projects, and collaboration with utilities to facilitate efficient siting and interconnection.
  6. Ensure that community solar projects are operated and maintained well to protect customers and providers’ investment.
  7. Ensure full and accurate disclosure of customer benefits and risks in a standard, comparable manner that presents customers with performance and cost transparency.
  8. Comply with applicable securities, tax, and consumer protection laws to reduce customer risk and protect the customer.
  9. Maintain a 360-degree view of the community solar market and ensure a beneficial role for all parties in the partnerships forged between subscriber, provider, and utility.
