Director of Government Affairs

Jason Holsman serves as the Director of Government Affairs at the Coalition for Community Solar Access (CCSA), leading efforts to expand community solar through legislative and regulatory engagement across the country. With a deep understanding of utility regulation, energy policy, and state-level governance, Jason works closely with policymakers, industry stakeholders, and advocacy groups to drive smart policies that increase consumer access to affordable, local solar energy.

Prior to joining CCSA, Jason was a Commissioner on the Missouri Public Service Commission (MPSC), appointed by Governor Michael Parson and unanimously confirmed by the Missouri Senate in 2020. In this role, he oversaw Missouri’s regulated utilities, focusing on grid modernization, energy affordability, and consumer protection. He also served as the Seams Representative on the Organization of MISO States (OMS) for the Midcontinent Independent System Operator (MISO), advocating for regional energy coordination and infrastructure investment.

Before his tenure as a utility regulator, Jason spent nearly two decades in the Missouri State Legislature, serving nearly two terms in the Missouri State Senate and three terms in the Missouri House of Representatives. In the Senate, he served on key committees, including Commerce, Consumer Protection, Energy and the Environment; Transportation and Infrastructure; and Veterans’ Affairs and Health. As a State Representative, he chaired the Committee on Renewable Energy and the Joint Committee on Urban Agriculture, where he worked to promote energy independence, environmental sustainability, and economic growth.

Jason began his career in education, working as a social studies instructor in the Kansas City, Missouri School District. He holds Bachelor of Arts degrees in Political Science and U.S. History from the University of Kansas, a Master of Arts in Diplomacy and Military Science from Norwich University, and a Missouri State Teaching Certificate from Northwest Missouri State University.  Jason resides in Kansas City with his wife and two children.
